C. J. Quill & Associates, Inc., is a woman- and minority-owned small business serving universities, government agencies, and non-profit organizations. Founded in 1995 by Joy Quill, we conduct STEM evaluations and teach an effective writing course that covers the principles promoted in the Plain Language Act.

Joy Quill combines a career in the U.S. Department of Health & Human Services with 20 years as an evaluation and training consultant.
Joy 's evaluation work focuses mainly on STEM. She serves as external evaluator for NSF and NIH STEM grants to colleges, universities, professional associations, and non-profits.
While at HHS, Joy developed and taught an effective writing course. As a consultant, she teaches customized writing workshops to federal agencies, professional associations, and others.
Joy graduated from Bryn Mawr College. She was on the Board of the Eastern Evaluation Research Society for over 25 years, including 3 terms as president. For 8 years, she was a member of the Board of Overseers of Penn Charter, the "oldest Quaker school in the New World" founded by William Penn in 1689. She was also active in the the Asian American Women's Coalition in Philadelphia.
